Integrated Care Boards (ICBs), as strategic commissioners, have an overarching statutory duty for quality.

This is specifically a duty to exercise their functions with a view to delivering continuous improvement in quality of services including:

• The prevention, diagnosis, and treatment of physical and mental illness
• The protection and improvement of public health

Our Quality Management Handbook details the framework NHS Devon will use to deliver on its statutory duty for quality, including quality improvement and quality assurance.

It sets out how we, as a strategic commissioner, will deliver on our quality duties through the use of a Quality Management System (QMS) approach.

The handbook also outlines our local quality improvement and quality assurance structures, detailing how we will drive improvement whilst seeking appropriate assurance across the system.
